Max Dunn [Dip Town planning, BA, BSC, MNZPI]
Manager - planning services

Max is an environmental planner and project manager with over 25 years experience in consultancies, local and regional government. The scope of this experience extends to electricity, roading, stormwater and other infrastructure upgrading projects, as well as industrial plants, marinas, subdivisions and visitor centres and lodges. His expertise in due diligence, scoping and initiating projects, along with managing public consultation make him an asset to the Andrew.Stewart team. Max has also had experience in business planning, environmental investigation, the resource consent process, private plan change, site/subdivision design, and district/ regional planning. He is also an experienced Council and Environment Court expert witness with mediation skills and an interest in coastal development, ecology, infrastructure planning and urban growth/design.

Michael Lindgreen [BSC, PGDipSci]
Manager – Strategic Projects

Michael is a senior environmental management professional with ten years experience in land and water quality; stormwater, wastewater and contaminant discharges; strategy and policy development; and the management of network consents. 

Michael has held positions within local government and more recently, a senior position with a large water utility company where he was responsible for key strategic environmental projects. These included the acquisition of city-wide resource consents for Auckland City’s stormwater and wastewater drainage network – a five year multi-disciplinary project that integrated resource management, asset management, infrastructure engineering, and an extensive science and technical programme.

His skills extend to the development and implementation of environmental management systems, and managing the consultation process for large and complex projects, to achieve the desired strategic and  operational outcomes. 

He leads by the values of teamwork, respect, and growth, and strongly encourages a dedication to quality results.  Michael oversees many of Andrew Stewart’s large programmes, and is responsible for ensuring the delivery of quality professional services that are on time, to budget, and importantly, meets the needs of our clients.

ian mayhew [bsc, MSC (geology), dip eng tech (geothermal)]
MANAGER - strategic infrastructure management and policy

Ian has more than 24 years resource management experience in local government and consultancy roles, with an extensive background in freshwater resource management, stormwater and contaminant discharges, policy development, and the management of consent acquisition projects on behalf of both regulatory authorities and consent applicants.

Ian’s local government experience includes being a groundwater scientist and subsequently a senior manager with the Auckland Regional Council leading a wide range of programmes including rural land management, earthworks, urban stormwater, industrial pollution and contaminated land.

His previous consulting roles include the lead technical and resource management advisor for the acquisition of city-wide resource consents for the Auckland City/Metrowater stormwater and wastewater drainage network together with significant involvement in submissions and appeals to the proposed Auckland Regional Plan: Air, Land and Water.

Ian has been involved in a range of other large infrastructure projects for both public and private sector clients. Significant projects include managing the processing of resource consent applications and notices of requirement for several major motorway projects; leading a number of large consent acquisition projects; and managing the designation of the Auckland City road network.

Ian has also undertaken the development and review of natural resource management policy and plans including reviewing freshwater management provisions across New Zealand and identifying opportunities for improvement and contributing to a review of Canterbury’s Regional Plan provisions for groundwater management and recommending a future freshwater planning framework.
Most recently, Ian was the Project Manager of the transition of the stormwater management function for the eight previous Councils to the new Auckland Council.

Ian’s science background and resource management experience are a valuable addition to Andrew Stewart. His ability to understand and manage a broad range of technical issues and ensure they are focused on policy and plan requirements will help us to continue to provide cost effective project and consenting solutions for our clients while achieving sustainable environmental outcomes. He can also assist with the development of policy to address challenging resource management issues.

RENATE SCHÜTTE [MSc (Hons)]
Manager - Environmental services

Renate is an environmental scientist with a background in chemistry and soil science. She has a diverse range of experience obtained over 20 years from senior positions in industry, local government and consulting firms. She has managed a number of strategic environmental projects and has core competencies in project management, environmental impact assessment, environmental monitoring, contaminated land, water quality and waste management.

Renate leads the Environmental Services division and is responsible for all sub-surface scientific investigation and land management projects.

Simon Karl [BSc (Hons)]

Simon puts his academic background and extensive experience with stormwater infrastructure projects to good use in delivering permits for $30M+ of new assets each year. He has developed a reputation for technical leadership and client-focused management of consent acquisition programmes. Simon is well versed in the high standards of consultation required within development projects, he is experienced with Iwi, intra-council department and other stakeholder liaison. He has recently authored papers on the public consultation process, which have been accepted into international conferences.

jessie bird [bsc (hons), Env Sc]
Jessie has recently graduated with an Honours degree in Geography from the University of Auckland.  This builds upon her undergraduate studies where she completed a Bachelor of Science with a specialisation in Environmental Science.

Jessie utilises her sound understanding of environmental management, legislation, research and monitoring, data analysis, and Geographic Information Systems to support the delivery of a wide range of environmental projects.

She was recently involved with the establishment of a regional consent compliance management database - a multifaceted project where she assisted the new Auckland Council to identify relevant consent information and undertake compliance reviews for a significant number of resource consents. 

Jessie is highly motivated and passionate. Her enthusiasm for achieving quality environmental results and her technical acumen makes her a key member of the environmental services team. 

Craig Brown [BPLAN (HONS), Grad NZPI]

After gaining experience working on the rollout of a telecommunications network, Craig has been involved with a variety of infrastructure, private development and local government projects. He has assisted the planning manager with consenting, consultation and private plan change requests as well as environment court appeals and mediation for marinas and large scale private developments. Craig also has experience presenting expert evidence at council hearings and undertaking consultation with key stakeholders for contentious projects. He is focused on achieving good environmental outcomes.

EMMA COMRIE-THOMSON [BSC, PGDIPSCI]

Emma is an environmental consultant with a strong background in environmental compliance management and education.  Emma has developed a reputation for breaking down the complexities of environmental compliance and utilises her adult education skills to drive environmental best practice at an on the ground level.  Her expertise includes the development and implementation of environmental management systems, processes and procedures; conducting environmental (and health and safety) audits; managing compliance for large numbers of resource consents; stream management and enhancement; and environmental monitoring.  Emma has a passion for working in the community, and will help to drive Andrew.Stewart’s volunteer efforts

nicki farrow [BSocsC] - wellington office

Nicki has resource management experience working in both local authorities and consultancies. During the past few years this has been predominantly based around the preparation of resource consents (regional and district), Notices of Requirement, Outline Plans of Work and Certificates of Compliance. Including notified consent applications and attendance at council hearings.

 

Nicki has built strong relationships during the course of the ONTRACK Double Tracking Project and the NZTA Waterfall Road Connection Project with both of these clients and with the District and Regional Councils involved in processing the applications (Kapiti Coast District Council and Greater Wellington Regional Council). Nicki has also been the Project Manager for a multi disciplinary team of professionals investigating options and obtaining consent approvals for a new reservoir structure in the Kapiti Coast District.

rebecca harrison [BSocsC] - wellington office

Rebecca is a Senior Planner and Project Manager with 14 years experience in resource management. Having moved into consulting from 8 years in Local Government Rebecca has a thorough understanding and knowledge of the Resource Management Act and associated legislation, as well as council process. Her experience includes the preparation and processing of both District and Regional consents, Outline Plans and Notices of Requirement for designations.

 

Within council she has provided lead planning support, management and mentorship to processing teams. As a consultant she has experience as project manager and lead planner on infrastructure projects, as well as providing clients advice on how proposed district and regional plan changes may impact their business activities.

 

Rebecca is skilled in mediation, monitoring and enforcement.

Bevan Hudson [BTech]

Bevan’s expertise is grounded in manufacturing companies, at both a local and international level. Since 2005, he has worked in planning roles for a territorial authority and in the private sector for a residential housing company whose construction spanned the top half of the North Island. Bevan is currently working on a major telecommunications network project, where he prepares resource consent applications, liaises with client and Councils and provides planning advice on site selection. Bevan’s also assists with consent compliance to assist companies with the process of consent condition sign off.

Phil Jones [BSc, GradDipSUSTMgmt]

Phil is a champion for sustainable management and commercial carbon-awareness. He has many years experience in systems analysis and project management, together with qualifications in environmental management, greenhouse gas accounting and climate change science, mitigation and strategy.  Phil has a well developed knowledge of sustainable business issues and opportunities; carbon estimation methodologies; the carbon markets; energy management; life-cycle analysis; and environmental management systems.  He uses this knowledge to work closely with a range of organisations to help them achieve benefits from sustainable business approaches and carbon-related opportunities, through the Carbon Group business unit.

 

Phil is the company's internal sustainability officer, and has driven the implementation of the company's award-winning sustainability programme.

 anna turner [bplan (hons)], grad MNZPI

Anna has worked for Andrew.Stewart Limited firstly, gaining experience in the office as a planning intern throughout her final year of University, and since graduating in 2009 has joined the planning team. 

To date Anna has gained experience assisting the planning team with pre-application planning advice and with preparing and lodging applications. She has directly assisted Director, Aaron Andrew, with several major projects, including policy and stakeholder management work for Auckland City Arts Culture and Recreation. 

Anna has been involved in consultation and affected party approval work and has demonstrated good communication skills. She has also gained experience in the Auckland Council Stormwater Capital Works Programme, and number of small scale projects.

zoË ZIMMERMAN [BPlan (Hons), IB DIP, GSNZAP]

Zoe is a Senior Planning Consultant, providing over 11 years planning experience to developers, architects and landowners with planning advice on development potential, policy issues and obtaining required permissions.  Previously, Zoe worked for the Environment Agency in London as a Major Projects Officer.  She was the single point of contact with developers of large scale projects, with significant success in obtaining sustainable land use outcomes.  Prior to this Zoe worked in the private sector in London and New Zealand on commercial projects, and local, regional and national government projects.

Zoe has been involved in promoting sustainable development in New Zealand, with her most recent passion being the encouragement of green roofs as sustainable construction and as a tool for managing development impacts.  She is also a Green Star NZ Accredited Professional.

Zoe has had articles published in Planning in London magazine on green roofs and effects-based planning, and Architecture NZ magazine.  She is a full member of the New Zealand Planning Institute (NZPI).
